Planning Division

The Planning Division performs a variety of functions that are intended to conserve and enhance the City’s environmental resources and scenic beauty, to preserve its historic resources and small town heritage, to manage the community’s growth rate, and to enforce the policies and regulations related to land use and development.
The Planning Division is responsible for maintaining and administering the City's General Plan and its individual elements, the Local Coastal Program and its Land Use Plan, Specific Plans, Zoning Code, and its Subdivision and Sign Ordinances. The Planning Division provides support staffing for the City Council, Planning Commission, and Community Development Director as well as environmental and planning support to other departments within the City. The staff administers the provisions of Measure ‘D’, the voter-adopted residential growth control ordinance. The Planning Division prepares studies and reports on such topics as demographics, environmental review (California Environmental Quality Act), and development entitlement activities.
