The City Attorney Department provides the City Council and City staff with prompt and high quality legal advice, counsel, and representation. The City Attorney reports directly to the City Council. In Half Moon Bay, the City Attorney services are provided via contract with an outside legal firm - Shute, Mihaly & Weinberger, located in San Francisco.

Services provided by the City Attorney to the City Council, Department Heads, and other staff include legal advice and analysis, preparation of ordinances and resolutions, drafting or review of contracts and agreements, conducting research and supporting the City in litigation, civil and criminal actions, and code enforcement. The City Attorney does not provide legal services to members of the community.

The City Attorney attends all regular and special City Council meetings and meets regularly or as needed with the City Manager, City Executive Team, and other city officials while keeping the City Council, City Manager, and staff advised of current laws affecting decisions and programs of the City.
